Perceptions of International Law and Mexican Foreign Policy in Toribio Esquivel Obregón, Francisco León de la Barra and Ernesto Enríquez
Abstract
The article reports a permanent informal political debate around Mexican foreign policy guidelines, which suffers, among other irregularities, from a lack of awareness of any school of thought other than the official rethoric produced by the Ministry of Foreign Affairs. Such debate should be formalized, starting by recognizing the existing range of opinions and knowledge about Mexican international law and policy, produced by a number of specialists. This paper will focus on the work of Toribio Esquivel Obregón, Francisco León de la Barra y Ernesto Enríquez.
